The City of Fredericton has seven municipal departments, delivering more than 60 services with an annual budget of more than $150 million. The Assistant Manager reports to the manager of Human Resources. You will work with a team of seven HR professionals in an office environment in City Hall. The work performed is guided by the City’s HR Policy, which is based on three pillars: Safety, Workplace Culture and Diversity Equity & Inclusion (DEI). The incumbent is a natural collaborator who excels at balancing the needs of diverse corporate stakeholders and is motivated to help others succeed within the organization

Responsibilities Include:

  • Act as Manager as required
  • Assist HR Manager on labour related files as required
  • Develop HR processes and frameworks to advance HR practices
  • Develop and maintain policies and procedures based on HR best practices
  • Assist in the development and implementation of HR strategies and initiatives aligned with the City’s overall business strategy
  • Provide decision support through HR metrics and enable business intelligence
  • Coordinate and/or conduct workplace assessments and investigations
  • Communicate HR projects, progress, and initiatives corporately.

Education and Experience:

Candidates will have an undergraduate degree with a concentration in Business, Human Resources or a related discipline and a minimum of 5 years of work experience in a Human Resources setting. A suitable combination of formal education and experience may be considered. A CPHR Designation and the ability to speak in both official languages will be considered assets.

Knowledge and desired skills :

  • Experience working in a unionized work environment
  • Excellent communication and interpersonal skills and ability to cultivate strong collaborative working relationships
  • Ability to build and manage relationships, show empathy, be adaptable, flexible, and resilient
  • Excellent business writing skills
  • Knowledge of current legislative and regulatory aspects of HR (human rights, employment standards)
  • Analytical skills and a passion for delivering results
  • Resolving conflicts through positive and professional mediation
  • Coordinate / conduct workplace assessments and investigations
  • Assisting in disciplinary and termination procedures
  • Maintain employee and workplace privacy
  • Effective organizational skills and an aptitude for managing the pace of change, and
  • In-depth knowledge of HR best practices.
