About Our Opportunity


The Department of Health and Wellness is in a time of transformation, and we are looking for a Senior Executive Director to join our team to play a pivotal role in these changes.


As the Senior Executive Director of Client Service and Contract Administration, you will be part of a strong senior leadership team focused on setting of strategic objectives, policy direction and performance standards to ensure that population health needs are met and continuous improvements in population health outcomes achieved. The team is collectively accountable for the allocation of required funding for departmental operations and insured and uninsured services and for the measuring and monitoring of established health system performance outcomes. These programs and services include: Emergency Health Services, Telecare 811, Pharmacare, Dental Care, and other ancillary programs.


Primary Accountabilities


In this role, you will work across all Divisions to ensure contracted programs and services are well integrated in the strategic direction of the health system and maximize value for money by developing world class, industry proven strategies to guide departmental decision-making in providing efficient and effective procurement of health services. You will develop and maintain partnerships and alliances at a senior level to ensure all departmental operational and management responsibilities under the terms of the procured service level agreements are met by overseeing and leading the negotiation of all external service contracts with vendors.


You will also ensure all Programs and Services are evidence-based, meet the needs of the population, are within budgets and established priorities through the effective formulation, development and administration of required policy as well as work with partners to identify opportunities for collaboration.


The Senior Executive Director is expected to establish and maintain excellent working relationships with stakeholders in Nova Scotia as well as regionally and nationally.


Qualifications and Experience


As our next Executive Leader, we will require you to be an experienced leader with exceptional communication, partnership building and negotiation skills, with a bachelor’s degree and several years of experience in progressively responsible leadership positions. A master’s degree in a health-related field along with progressive senior leadership experience in the health care sector is considered an asset.


You are an innovative thinker with very strong interpersonal skills and have an ability to identify opportunities to encourage greater integration of programs and activities. You make sound decisions within the framework of legislation, policies, contracts and agreements, budgets, and provincial priorities. You have proven experience managing financial and human resources, maintaining complex and multi-jurisdictional relationships, and leading strategy development and implementation.


Leadership competencies required at this level of work are: Decisiveness, Strategic Orientation, Change Leadership, Team Leadership, Effective Interactive Communication, Self-Awareness and Personal Impact, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.


We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade: EC 16

Salary Range: $4,976.46 - $6,234.89 Bi-Weekly
