This employment opportunity is restricted to residents of Iqaluit only.
Reporting to the Corporate Comptroller, the Manager, Mortgages & Collections is responsible for the management and administration of the Nunavut Housing Corporation’s (NHC) Mortgage and Lease to Purchase portfolios as well as the development and implementation of NHC collection policy and procedures. The incumbent of this position works closely with NHC district office and Local Housing Organization (LHO) staff to ensure accordance with generally accepted accounting principles, mortgage administrative practices, and other applicable legislation and related policies, procedures, directives and regulations.
The Manager, Mortgages & Collections is the NHC’s subject matter expert for all collection and legal action in reference to the collection of mortgages, rents and corporate accounts receivable. The incumbent of this position is responsible and accountable for the NHC’s mortgage, loan and rental collection portfolios by providing support, guidance, training and supervision to district office staff, directorate staff and LHO staff in the area of mortgage administration, and collections of amounts due to the NHC and LHOs. The incumbent is also responsible for land, title, caveat, mortgage and lease registrations. The mortgage portfolio of the NHC is managed directly by the Manager, Mortgages & Collections and totals over $9 million and approximately 150 active mortgages. This position has a Mortgage and Collection Officer reporting to the position. There is indirect reporting from NHC district office staff and LHO Managers and Tenant Relations Officers related to all aspects of rent collection. Furthermore, there is indirect reporting from the Mortgage and Lands Officer in each district as well as district Community Development Programs staff, covering all aspects of mortgages, and collections including the registration and monitoring of leases and caveat and mortgage registrations.
The knowledge, skills, and abilities required for this job are usually obtained through a diploma in business administration, commerce or related field from a recognized post-secondary institution along with four (4) years of work experience with mortgages and collections and two (2) years of experience supervising employees and coordinating/monitoring work of employees.
The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of the official languages of Nunavut is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.
Equivalencies that consist of an acceptable combination of education and experience may be considered.
