Position Summary:
As a Regulated Canadian Immigration Consultant, or a member of the Quebec Bar, the incumbent advises senior University leadership and Faculty administrators on hiring foreign nationals in academic positions, and provides support to academic staff with applications for temporary work permits, maintaining valid temporary work status in Canada and applying for permanent residency. As a member of the Academic Personnel team, the incumbent contributes directly to the University’s ability to recruit and retain talented international academic staff and is a primary contact for academic immigration matters and in the interpretation and application of Québec and Canadian immigration regulations and procedures.

Primary Responsibilities:

  • Ensures that the University is compliant with the Department of Citizenship and Immigration and the Immigration and Refugee Protection Act, Government of Canada, and with the rules established by the Ministère de l'immigration, de la francization et de l’intégration (MIFI), Gouvernement du Québec;
  • Provides guidance and acts as a resource person to Deans, Chairs, Faculty administrators and non-Canadian academic staff with regard to federal and provincial Temporary Work Permits and Permanent Residency Applications;
  • Makes direct intervention with academic staff and governmental officers on their behalf, when necessary;
  • Keeps abreast with the changes of federal or provincial immigration regulations and assesses their impact on the University's ability to hire and retain foreign nationals; assists the University senior leadership in preparing position statements, as requested;
  • Participates in the evaluation of administrative procedures as they relate to the immigration portfolio and helps set best practices;
  • Maintains a paper-based and e-filing system for document management in compliance with Immigration Consultants of Canada Regulatory Council (ICCRC) or Quebec Bar standards;
  • Maintains databases on academic staff applying for immigration status, which includes the work permit and permanent residency applications;
  • Maintains standing with the Immigration Consultants of Canada Regulatory Council (ICCRC) or Quebec Bar. Barreau du Quebec


Other Qualifying Skills and/or Abilities
Experience working in a university or similar institutional environment, working with academic staff is an asset. Superior interpersonal skills and inter-cultural competencies. Enthusiastic with proven ability to prioritize and administer multiple projects simultaneously, work under pressure and meet deadlines in a rapidly changing environment. Demonstrated ability to work independently and as part of a team with minimal direction. Excellent verbal and written communication skills. Computer literate with all Microsoft Office tools. Web page editing and social media expertise. Experience with Banner (SIS), Minerva and Workday is an asset. English and French, spoken and written.
